Once again the contrast between the nature of the background and the Cormorant serves to make the bird stand out strongly in the image. A very distinctive look to the Cormorant with breeding plumage and those beautiful green eyes with the blue rimming. I thought at first the bird had eye lashes but the black seems to be black breaks in the yellow marking around the eyes.
